Harrison County, IA installed the Bullberry Systems, Inc. (BBSI) and CityWatch Emergency Notification System on
February 2, 2006 and on February 13 initiated their first actual notification. Fortunately the emergency was horses that
escaped from a farm and running wild in Harrison County.
Todd Baber, E9-1-1 Coordinator and Emergency Manager for Harrison County gave the go ahead to the 9-1-1 Dispatch
Supervisor to activate the notification. Being that this was not a test notification Todd oversaw the notification.
“I was extremely pleased with the overall performance of the system,” said Todd. “We were able to initiate the
notification flawlessly, thanks to the training we received. It is great to have a product work exactly as it was advertised.”
The installation of the Bullberry Systems Inc. and CityWatch Emergency Notification System was funded by the State of
Iowa Homeland Security Program. Harrison County, IA was able to use those dollars to implement an 8 port emergency
notification system. This would allow Harrison County, IA to call 8 telephone numbers simultaneously with a message
that either could be from their voice or a typed message that would be converted to speech.
Todd researched different emergency notification systems and easily determined that the Bullberry Systems, Inc. and
CityWatch solution was the best solution for Harrison County. Harrison County, IA was currently using the Bullberry
Systems, Inc. R3Dispatch Mapping Software in their PSAP for wireline and wireless (Phase II) 9-1-1 calls. The
integration of the CityWatch Emergency Notification Systems allows the 9-1-1 Dispatchers to be able to generate a
notification from their workstations using the Bullberry Systems, Inc. mapping software.
“It is very easy for the dispatcher to initiate a notification” Todd mentioned. “The dispatchers have been extremely
pleased with the Bullberry Systems, Inc. mapping software and initiating a notification from the mapping software was
simple”.
CityWatch has provided Emergency Notification Systems and Services to hundreds of Police, Sheriff, Emergency
Management, Health, Military, and School Districts in the United States. Their on-site systems can support anywhere
from 4 lines up to hundreds of lines. They also provide an off-site Notification service bureau that can generate
approximately 20,000 notifications per hour.
Besides the notification working flawlessly, Todd also mentioned the reporting capability of the system. “I was able to
quickly identify who was called, when they answered, if they answered, and if they hung up before the entire message was
played”. It gives us everything when it comes to reports.
